Chev 307 build, will need help

Hey there, picked myself up a 307 for a good price and the plan is to build it myself and put it in the HK. It'll be my first major engine build so I'm hoping I can get some help and advice from guys who know what they're on about. I'm sure I'll need it.
When I got it the block had already been machined, 40 thou. So at the moment it's a bare block, it's got new bearings, rings, pistons, pretty much 80% of what I need to put it back together. The heads are Powerpaks, they also have been machined ready to put back together with new valves. It's right to run on unleaded aswell. I've got to choose a cam yet so I'll get springs to suit when I order it.
It's come with a Performer manifold and 600holley aswell.
It's not going to be a race car so I'm not worried about performance mods. It'll have a small Hydraulic cam just to give it a bit of a lumpy idle.

So anyway, 1st questions are:-

Does anyone Know why they would have threaded these water jacket holes





Also there's some restrictors of some sort on the deck in 1st pic and some more in the lifter valley in 2nd pic. Any reason why that would be done?
