Torches and lumens, 160 lumens, puts out 130 lumens??

In a couple of torch reviews, the torch is 160 lumens, but the reviewer says high mode is 130 lumens.

I've read a few other reviews on other torches that seem to be the same. e.g: a torch with 270 lumens, ends up being 190 lumens in high mode...

Does not make sense to me. What lumens do you get then? What the torch company states or what the reviewer says?
